Idea: Play as a fluffy cloud and grow flowers by raining on the ground. Collect moisture by fusing with other clouds and you can grow real big! But watch out, you might generate lightning that is dangerous to the plants below.

Need a way to prevent spamming the rain. Some consequence for raining all the time and something relating to the cloud. Perhaps the cloud gets smaller when you constantly rain.
